Email admin when property is uploaded

Hi,
Ive looked on the forum but cant find an answer.
Is is possible for admin to receive an email when property is uploaded for registered user so admin can then go in and check the property and publish it?

Ive checked the mail to 'admininstrator when a property is published' but this doesnt send out an email.

Do I need to set an email address somewhere?

Also If admin amends a property in the backend, they take ownership of it and it disappears from the registered users property list so they can no longer access it. Is there away to keep the property allocated to the registered user?
Currently I can only change the the agent to an admin user.

Is the Joomla! default setting (user settings) User can recieve email activated?
